Note: These details are snapshots. The Group does not have the resources to provide a full picture of the performance shortcomings which passengers suffer. Trains often become increasingly late during the course of their journeys, and the "minutes late" figures may not represent the position at the end of a journey. Given the huge increases in subsidy and fares now enjoyed by SWT, the number of services affected by defective stock or unavailability of drivers or guards is remarkable.

[Quite: connections at Brockenhurst are very poor and unreliable anyway; the answer lies in rescheduling the main line]

When is a ticket not a ticket? (Which? February 2004)
Thames Trains wouldn't sell a season ticket holder a day-return add-on because his journey started before the 09.30 threshold, even though he wouldn't reach the section covered by the add-on until 09.40. He went to Court and the judge ruled that rail companies have no obligation under contract law to sell a ticket. The Court overlooked the fact that companies are obliged by the conditions of their franchises to sell available tickets on request.

Renationalise railways (Southern Daily Echo 11/2/04)
Caroline Lucas, MEP, complains that the 2-coach trains on the Portsmouth-Cardiff line are frequently overcrowded. We have the fourth biggest economy in the world, but the train operator hasn't got enough stock for one of its most popular routes. Privatisation of the railways has been a disaster.

Public misled over cost of £10bn rail line (Guardian 1/4/04)
The Guardian has learned that the Conservative Government and its creation, Railtrack, claimed that a signalling system to be introduced on the West Coast Main Line was relatively mature technology. The modernisation of the line, of which it was a key feature, was to cost £1.5 billion. In fact, the technology was far from mature, and costs soared to £10 billion, causing crisis at Railtrack. President's Bush's plans to send Americans back to the moon have a smaller budget.

The Commons all-party Transport Committee considers that the rail industry is now incapable of providing a decent service for commuters, and the Government must accept the blame for failing to take effective action. The Committee condemns the chronic fragmentation in all parts of the industry and calls for the scrapping of Network Rail and the SRA in favour of a unified public sector Railway Agency.

Richard Bowker appears 'utterly incapable of managing significant improvements' (Metro 2/4/04)
The Transport Committee's report squarely blames Richard Bowker for poor franchise management; blame also goes to Network Rail for its 'scandalous' plummeting performance, to the Rail Regulator for his 'high-handed manner', to the HSE for losing the confidence of the rail industry and to the Government for policy failure.

Can you believe it? (Evening Standard 2/4/04)
One reader reported a terrible journey on SWT's 23.45 Waterloo-Portsmouth on 16 March. After 20 minutes delay at Haslemere ( the first 10 minutes without any announcement), due to a points failure, passengers were thrown off. Six taxis were waiting outside the station; one to the take the guard home, and 5 to take passengers back to Guildford, 13 miles in the wrong direction. The station lights were switched off and passengers left outside in the cold. Eventually a bus arrived for Petersfield, in the right direction. However, the driver refused to stop at Liss or Liphook because he had been told to run non-stop to Petersfield. A manager in Petersfield eventually got taxis for the Liss/Liphook passengers. Delays of over two hours due to SWT's incompetence, with people getting home after 03.00, but at least the guard did his best.

Another reader reported that, on 31 March, the 12.33 Waterloo-Shepperton got to Fulwell an hour late due to signalling problems. SWT then threw off the 50 passengers. They were told to get buses, but there were no bus services to the Shepperton area. Near riot on the platform. A cynic might take the view that passengers qualify for compensation when they are an hour late, so there is no advantage in looking after them further.

Yet another reader compares treatment by SWT and by Transport for London. His train to Raynes Park was held 200 yards outside Waterloo for 45 minutes and passengers were left cold, in the dark and uninformed. SWT answered his letter with a brief note completely ignoring the incident involving their train. In stark contrast, during an hour's delay on the Waterloo and City line, the driver was magnificent and kept everyone calm. TfL sent an apology and a cheque for £20.

Network derailed (Guardian 2/4/04)
10 years after Railtrack took over the management of the railways, the fragmented system is inefficient and expensive to run. Commercialisation is one thing; privatisation - running a railway for shareholder profit - is a different and more dangerous thing entirely. The privatised bodies, stripped of expertise, are even unable to judge the advice proffered by their consultants. The Commons Transport Committee criticised Railtrack's scheme in 1995 and are right to call for an integrated network and unified public agency.

Fury that Portsmouth-Waterloo trains won't be able to stop at Portchester because the new Desiro trains will be too long for the platform. Geoff Bignell, vice-chairman of the national Rail Passengers' Committee laid the blame at the door of SWT, saying "I think it's ridiculous. The whole thing is a complete farce. They should be saying "How can we best serve the passengers?" SWT's Jane Lee said it was not the fault of the trains, but a fault of the platform length. The SRA has lectured the rail industry on cost control, buts its payroll and consultancy fees rocketed from £4.8 million in 2001 to £25.9 million in 2003. Its latest idea is to spend up to £240,000 a year on external spin doctors to supplement its own communications team, which has an annual budget of £850,000.

(2) Since Connex took over bus services in Jersey, overcrowding has become rife due to lack of relief buses, and smaller vehicles. Cost to the taxpayer has spiralled from £710,000 in 2001 to £2.4 million in 2003.

The expansion of tram systems is being undermined because any bus company can move in and offer cheaper competing journeys. Tram operators want ever increasing margins. The new tram system in Nottingham may be Britain's last or a long time.

(1) Branding of services out of Liverpool Street as "ONE" is causing confusion. The 09.40 ONE service, sounds like the 09.41 service. (2) Virgin, in trumpeting the vision behind their new West Coast Main Line services seem to have forgotten how their plans were scaled back, and the problem of congestion at Birmingham New Street which the increased services have exacerbated. (3)Less than 4 years after the Government set a target of an 80% increase in rail freight, grants for rail freight terminals have been axed.

Swiss railways, probably Europe's best, are nationalised and the Swiss government commits to 15-year investment programmes, which it sticks to through thick and thin… One result of short-termism post privatisation is the absence of any significant electrification schemes on main or commuter lines… Recent increases in oil prices will add to the operating costs of a railway incapable of seeing the benefits of independence from the volatile global oil market."
